Is RefCountedLeakCounter still used?

We should remove the RefCountedLeakDetector class in long term, but wanted to
clean it out a bit so that it is obvious that we don't need to port the feature
to newer leak detector.

Yes. It is still used for BidiDirectionRun, etc. WebLeakDetector should be
updated to support those before we remove this.
