Tracing flow events v2 in Blink

Support tracing flow events v2 in Blink

This includes passing an additional bindId parameter to Chrome, and increasing the size of the flags field from char to int (it's been an int in Chrome for some time).

the old arguments and the new arguments.

Hmm how so? It's adding the bindId and changing 'flags' to be an int instead of
char. The BlinkPlatformImpl had an old version that I've updated to match the
current signature plus the two new changes.

Oh, my bad.  I checked again, and confirmed BlinkPlatformImpl has both.
