[Android] Provide touch and gesture system timestamps for LatencyInfo

[Android] Provide touch and gesture system timestamps for LatencyInfo

Provide touch and gesture events with the appropriate
INPUT_EVENT_LATENCY_ORIGINAL_COMPONENT LatencyInfo timestamp.  This timestamp
is that generated by the kernel, and is useful for tracking end-to-end
event latency.

are what we're chiefly interested in, though it should be easy to expand to

LGTM.

Verified that with this CL, Event.Latency.RendererImpl.GestureScroll2 
(from when the touch event kernel timestamp to when gesture scroll reaches impl
thread).
