Add WebNode::isCommentNode().

Add WebNode::isCommentNode().

This will let us remove WebNode::nodeType() and the associated enum.

Not sure what you mean, it's slowly adding Web API to remove code in content, to
then remove API over in blink. Having one big "Add the API to blink" commit
doesn't seem like a good idea.
