Add xxxFloat() methods to WebMediaPlayer implementations.

Add xxxFloat() methods to WebMediaPlayer implementations.

These methods will be used to transition the corresponding WebMediaPlayer
methods from using floats to using doubles instead.

BUG=227156
TEST=All tests pass. No change in functionality.
