gpu: Disable GPU raster on some older Android GPUs

gpu: Disable GPU raster on some older Android GPUs

Disable it for Mali-400 where Android is 4.3 or older,
and on VideoCore IV GPUs, since it seems to cause crashes,
(or rather watchdog timeouts and unresponsiveness).
