The experiment has been at 100% for a while without incident.

Nicolas, PTAL. The other option for this would be moving the check into
SyncPrefs itself, but based on http://crbug.com/482240 it seems the experiment
was explicitly intended for Android so I've done it this way.

I'm actually planning to remove the experiment altogether (and leave it on by
default) at this point, since it's been on for a while without issue. Maybe go
ahead and just remove it in this patch?
