Spark needs this for launching chrome apps.

It would be nice to have a plan for how we could allow 3rd party apps to use
whatever parts of the management API this needs (I assume just enumerate
installed items, and launch by id?). Have there been conversation threads / bugs
started?

@antony I have created a bug for it for longer discussion. Can you review this
