Motivation: I am trying to reduce the amount of grab-bag functions on the
{Runtime} class. Ideally the only functions in that class have to do with
building and maintaining the list of available runtime functions and intrinsic.
Everything else should live in its own component.

This method doesn't seem to be used anywhere else. If there are near-term plans
to use it somewhere else, then let me know and we can find a more suitable place
of it. If there are only vague long-term plans, then lets punt on it for now.
