So we are making it an EventTarget and there is no runtime flag to turn that
off... not sure if that is possible. As this is an intent to implement, we need
it to be a runtime flag

I don't believe there is a way to alter JS prototype inheritance at runtime. I
think this impact of this change is low. Yes it adds a couple of methods on the
screen object but these won't have an effect unless the runtime flag is enabled.
