Also, expose `dart:js` `wrapClosure` – although I wouldn't export it directly.
Wrap it in another top-level method

exported it anyway to avoid extra overhead.
This method "should" be in dart:js anyway.. we're putting it here really just to
avoid confusion as the rest of dart:js is essentially deprecated.
