android/sdk, and what stays at android? (I'm assuming lower level stuff goes in

Sure. android/sdk is intended for modules that are very tightly coupled to
utilities or code from the SDK.

I guess it doesn't need to exist yet, but this is where I plan on moving some of
the bot scripts that currently live in Chromium, e.g. provision_devices and
device_status_check.
