[Ozone-DRM] Move vsync logic into DrmWindow

[Ozone-DRM] Move vsync logic into DrmWindow

Moving the logic into DrmWindow allows the VSyncProvider to only depend
on DrmWindow. This allows for better separation between objects exposed
outside Ozone and the logic implementation inside the platform as
DrmWindow becomes one of the main entry point.
