Would this not be the same thing as "enterprise default" in the end?

There might be cases where this setting is different from a default (mutual
exclusions, fix of deprecated policies as in
https://code.google.com/p/chromium/codesearch#chromium/src/components/policy/...
)

As discussed offline, let us adjust this as follows:

* IDS_POLICY_SOURCE_ENTERPRISE_DEFAULT stays
* This constant becomes IDS_POLICY_SOURCE_ENTERPRISE_OVERRIDE
* Policies whose value is programmatically derived from another policy (e.g.
proxy) inherit the source parameter.
