This file and client_test.gyp show up as “M” with all lines gone instead of
“D” like the other files. Just making sure it’s deleted for real and that the
discrepancy is just a weird git-cl/Rietveld thing.

I think it's just Rietveld weirdness. `git show --
client/registration_protocol_win.h` shows it as being replaced with /dev/null,
so I think it will correct when landed.
