I cannot figure out any reason why this line was in the preceding "if" block. I
think it's supposed to run unconditionally, otherwise --with_branch_heads and
--with_tags won't update the git configs in most instances, which was definitely
not the intent of the change (https://codereview.chromium.org/13951009) which
introduced _UpdateBranchHeads().
