Durable Storage: Add "deny" test

Durable Storage: Refactor browser test and test the basic "deny" flow.

Suggestions for additional cases:

ACCEPT w/o the extra tab (i.e. mirror image of the new test)

check, verify it's "default", set ACCEPT, request, verify that it's "granted"
and persistent:true, then set DENY and request again, verify that it's still
"granted" and persistent:true

and the mirror image:

check, verify it's "default", set DENY, request, verify that it's "denied" and
persistent:false, then set ACCEPT and request again, verify that it's still
"denied" and persistent:false
