Devtools: Update Mac shortcut symbols usability

Option and control keys are explicit instead of using the symbols. Command appears first always.

- lets not render "+" as a part of the shortcut
- lets have larger padding between the modifiers and shortcut
- render "opt" all lower case, I'd even render it as "(opt)"
