Update DEPS with new third party library openmax_dl.

Support for the Khronos Group license used in two files in the openmax_dl library has been added (https://codereview.chromium.org/12502025/).

Please review this DEPs change that adds openmax dl.  This should not trigger a
license check issue since support for the Khronos Group license has been added.

Nothing has exchanged except the openmax dl version was updated.
