Add a destructor for this class, and do not inline it.

If there is no destructor, a default, inlined destructor is provided.
However inlined destructor don't work when used in a dynamic library, which is
presumably why you had the link error. The failing bots are probably configured
to build chrome in "components build" which uses dynamic libraries.
