Largely culting of cargo so please check my assumptions.
Also, these seem to create clients which start out with the main repo off
master, is that normal?

I'm not agable, but this looks lgtm.

I was initially thrown by the idea of wanting a recipe for depot_tools, since
you need depot_tools in order to run fetch, but I suppose it makes sense if you
are working on depot_tools and want a separate dev checkout from the main stable
one.
