If there are no local credentials for a locked profile, show sign in button

If there are no local credentials for a locked profile, show sign in button
instead of password field.  The user will need to reauth online.

Hi Achuith, Xiyuan,

Xiyuan: thanks for the tip about CSS styles and the "sign in" button going away.
 Please review user_manager.css.

Achuith: please do a general review of the CL.  This makes the desktop "needs
online reauth" UI look the same as the chromeos "needs online reauth" UI.
