The reason for reverting is: Broke android

This was reverted because it broke android. I've reopened and fixed it. The fix
is a bit tricky. As gn check doesn't run the preprocessor it considers all
includes, even those that are ifdef'd out for the current platform. This can be
circumvented by adding //nogncheck, but I didn't want to do that for the code
that was breaking android. Instead I restructured the code a bit to minimize
conditional includes. Take another look? The interesting bits are the
core_services files. Also not that I would have preferred not_android.cc vs
notandroid.cc, but not_android.cc matches the _android.cc pattern and gets
excluded.
