Nit: This comment doesn't make sense to me. But, I don't think you need it; like
with some of the other methods in this file, this method's name and interface
fully explain its purpose.

Refined the comment in the follow-up CL. I think in general having javadoc is
preferred for
public and package-private methods, so I'd like to keep it.
