Stop using TCP TURN servers as STUN servers.

Stop using TCP TURN servers as STUN servers.

UDP TURN servers are already used as STUN servers at the PortAllocator
level, so we don't need to do anything any longer at the
PeerConnectionDependencyFactory level.
