NetworkQualityObservationSource is generated from .h file, but I'm not sure
whether it is public. I other places we have explicitly defined constants on
java side (with corresponding javadoc, etc), and provided mapping from internal
values to public ones.

For now, this is just documentation. The caller can look up the code by reading
the code. In a later CL we can expose this publicly in code.
