One question: can HttpCache::Transaction have multiple network_trans_ instances
in its lifetime? i.e., do I have to stash the priority somewhere and make sure
newly-created network_trans_ instances pick it up?

RestartNetworkRequest() does this.  There may be other times when this is done
as well.

Since the priority is currently part of HttpRequestInfo, which we have a pointer
to, we don't need to stash it currently.

However, if we remove it from that data structure (Per the TODO), we will need
to stash it both here and in HttpNetworkTransaction.
