Add support for ubuntu 13.10 (saucy) to install-build-deps.py

I'm getting the following errors when linking on saucy:

obj/third_party/undoview/undoview.undo_view.o: In function
`gtk_undo_view_class_intern_init':
undo_view.c:(.text.gtk_undo_view_class_intern_init+0x2c): undefined reference to
`g_type_class_adjust_private_offset'
collect2: ld returned 1 exit status

Even though g_type_class_adjust_private_offset is defined in libgobject-2.0.so.

However, this change can still land as is I think.

We probably shouldn't land this if it fails to link on Saucy. I'm a bit confused
since I was able to build it properly on Saucy last time I tried. Do you mind
waiting a few days? When I get some time I'll try building it again (on my home
PC).

Actually I could build just fine with ninja.  Its was ninja + goma that was
causing me issues.   I don't think its worth blocking this CL on that.  I'll
open a new bug for that issue.
