I like the idea of having this, but we should be sure to make it work in most
settings.

The initial comment should start with something like this: "Reconstructs the URL
used by the client to make this request."

We should briefly explain how this reconstruction works, and that when reverse
proxies are used some configuration is required.

Also mention that in most cases the [uri] property should be used, and this is
mainly for making redirect responses.

Regarding the original protocol there is the 'X-Forwareded-Proto' header, see

Likewise the 'X-Forwarded-Host' is sometimes used for the original host.

Another option could be to wait with adding it to dart:io and instead add it as
a utility to the http_server package.
