Re-land of Update WebGL CTS 1 expected failures.

Re-land of Update WebGL CTS 1 expected failures.

Several bugs were fixed in the ANGLE translator that should make
these tests pass on all platforms.

Also add suppressions for some failing OpenGL tests.
