cc: Make DisplayScheduler aware of resize and add tracing.

Tracing makes it easier to see what's going on during
resize.

DisplayScheduler will now wait for a new root surface or
damage on the existing root surface after
a resize event before triggering its deadline.

Would like to get these trace events in so it's more clear what's happening
during resize for all of us. Wdyt?

I also pipe the resize event into the DisplayScheduler, but don't do much with
it right now. Not sure if this is going to conflict with anything John was
planning around keeping the same surface id during resize. If so, I can rip this
part of the patch out.
