Small cleanup to catch handle-leaks that I wanted to do for ages. The
occurrences of missing scopes can be found with the following shell comment.

$ cat src/runtime.cc | grep '^RUNTIME_FUNCTION' -n -A 1 | awk 'BEGIN { RS="--" ;
FS="\n" } { if ($3 !~ /HandleScope/ && $3 !~ /NoHandleAllocation/) print $3 }'

Maybe we should add that to the presubmit script or something :)
