Remove this if it's unused; nothing calls AsWeakPtr on a manager, afaict.
(otherwise, include the weak_ptr header if it's really needed)

Do this with a WebContentsObserver::DidToggleFullscreenModeForTab override and
remove the last remaining observer hook in browser.cc (and the fullscreen call
in Cocoa's moveViewsForImmersiveFullscreen).
