Reason for revert:
The following tests started failing on Android Debug Nexus 5, Nexus 6 and Nexus 9 bots:

pixel_tests: Pixel.Canvas2DRedBox, Pixel.CSS3DBlueBox, Pixel.WebGLGreenTriangle
gpu_rasterization_tests: GpuRasterization.BlueBox
