The experiment gave mixed results and is being dropped. Remove the code
supporting it.

The relevant person at Google doesn't seem to be in codereview.chromium.org.
I'll ping them on IM to confirm on this CL that the experiment code may be
removed now.

LGTM, we decide to drop this idea as the overall result (including all network
types) is a regression.
