Merge AccessibilityTabSwitcherTest into OverviewListLayoutTest.

Merge AccessibilityTabSwitcherTest into OverviewListLayoutTest.

These files both test the accessibility tab switcher. This moves
testObservesTitleChanges() from AccessibilityTabSwitcherTest into
OverviewListLayoutTest, and deletes
AccessibilityTabSwitcherTest.testCanEnterAndLeaveSwitcher() since
equivalent tests already exist in OverviewListLayoutTest.
