Make ChromeActivityTestCaseBase#clearAppData() use Instrumentation#getTargetContext()

Using Instrumentation#getTargetContext() in ChromeActivityTestCaseBase#clearAppData() is
consistent with how ApplicationTestUtils#clearAppData() is called everywhere else.
Using Instrumentation#getContext() causes crashiness
