Nit: Please rename this the metro restart service or something metro specific.
Also, is there any reason this is a class? It could equally by a namespace.

Done.
class-style felt a bit more 'natural' for grouping the functions together, and
matching up the filename + classname. But I'm not really a fan of the
creating-a-class-just-with-static-functions model either. I'll try out a
namespace to see how it looks.
