Revert of Update WebGL CTS 1 expected failures. (patchset #1 id:1 of https://codereview.chromium.org/1244163004/)

Reason for revert:
Causing failures on the webgl_gl_tests on the FYI tests.  We'll need to update the expectations while leaving some suppressions for those bots.
