Update life-of-a-url-request.md: Replace IPCResourceLoaderBridge with RequestPeer

IPCResourceLoaderBridge is gone. Each user implements RequestPeer and
pass themselves to StartAsync() function.

In your CL comment, ResourcePeer should be replaced with RequestPeer (x2).

I believe the old text about an IPCResourceLoaderBridge was actually accurate
when I started working on this.  Really took my time finishing it up and landing
it.  :)
