Android has its own copy in:
content/browser/power_save_blocker_android.cc

This file is a copy of power_save_blocker_android.cc but without the TODO note,
since this feature is not likely to be implemented on embedded linux targets.  I
thought it was safer to make an explicit "empty" copy than simply re-using the
android file (which looks like it might get an implementation one day).
