Add v4l2capture to support webcam-based speed index in telemetry

v4l2capture is a python C extension to access Video4Linux camera
devices.

If it's a profiling tool that doesn't ship with Chrome then you should be fine
on the security front. So, lgtm.

In the future, please don't add the security mailing list directly to code
reviews (which is why this went unnoticed). Please just ping
security@chromium.org with the relevant details and a link to the CL. Mostly we
just care about whether or not the code will ship in chrome or a web-facing
service, and if it can be exposed to potentially hostile data.
