Add missing cacheinvalidation_proto_cpp target to invalidation_impl and export it to dependents of invalidation_test_support.

Both targets use cacheinvalidation_proto_cpp but invalidation_test_support uses it in it's header(hence export is required).

GN seems to hide the dependency which akalin@ tried to avoid in GYP.
I don't know the reason behind that so I'll ask in BUG=133352
about that independent of this.
