I don't know, I haven't tested on Linux beyond making sure tests pass. I'd
rather defer Linux changes for now.

Overall, this patch tries not to change Linux behaviour at all.
chrome_views_delegate.cc doesn't change the native widget or window hosts that
Linux uses because I don't know if we can do the top level window blending on
Linux or not.
