looking at how this is used, i'm now of the mind that these types and functions
should just be in the installer namespace. there's no risk of name collision as
far as i can tell, and seeing user_experiment doesn't really help the reader all
that much given that all functions have "Experiment" in their names. so, with
that, please nix the user_experiment namespace altogether unless someone
strongly objects.

Done.  Also changing members of ToastUiFlags (just renamed from ToastUIflags) to
have prefix kToastUi*.
