Should be able to forward-declare
api::omnibox::SetDefaultSuggestion::Params::Suggestion rather than needing to
include the header here.

Unless I'm mistaken, I don't think a forward declaration is possible, as the
|Suggestion| struct is nested within the |Params| struct.
