Move InstallerDelegateTest from ChromeShellTest to ChromePublicTest

Move InstallerDelegateTest from ChromeShellTest to ChromePublicTest

This CL makes InstallerDelegateTest an instrumentation test and moves it to
ChromePublicTest.
