Would be better if there is a way for Annie to trigger this on the bot so she
doesn't have to build webview or anything on local.

You'd need to build android_webview_apk and run:
  content/test/gpu/run_gpu_test.py --browser=android-webview webgl_conformance
--webgl_conformance_version=1.0.1

Yes, we're working toward tryservers for the GPU tests running on Android but
aren't there yet.

Also: these waterfall bots run this test suite, and you can watch them for
regressions.
