See "[chromium-dev] Faster, Parallel CI via Swarming - Isolated testing burn
down chart". The idea is that the .isolate file lists all files the tests needs
at runtime (in this case, just the test binary itself) so that the test and its
data dependencies can be copied to different machines and executed there.

If you defer to maruel maybe you can lg since I'm blocked on maruel's lgtm for
testing/ anyways.

A revert of this CL (patchset #1 id:1) has been created in
https://codereview.chromium.org/1218743005/ by bruening@chromium.org.

The reason for reverting is: Results in multiple data races reported on
ppapi_unittests by ThreadSanitizer.
