Make AXProviderTest.HelloWorld bail without oopifs.

Make AXProviderTest.HelloWorld bail without oopifs.

This test times out flakily without oopifs enabled.
Effectively disable the test without oopifs for now.
This should unblock running apptests on the CQ/main.
